The light luminous looking portion of the cloud is a hail core. Named as such because it is a region of intensified precipitation comprised of hailstones. It also contains rain. One would do well to heed the Road Closed sign as driving into that core would result in near zero visibility and possible damage due to wind driven rain and perhaps giant hail.
